In response to a Request for Proposals issued by the City of Raleigh, Blue Ridge Cascade, in conjunction with the Raleigh Housing Authority and Georgetown Development Partners, successfully presented a comprehensive redevelopment plan for Duplex Village. The Duplex Village redevelopment will consist of a 120-unit family housing project featuring two residential buildings, a large indoor amenity space, and ample outdoor features, including walking paths, a playground, pavilion, and community garden. Building on the City’s vision for this corridor to connect residents to both employment centers and Downtown, the site is walkable to a planned future Bus Rapid Transit stop along New Bern Avenue and has strong support from both the City and County.
As the current landowner, the City of Raleigh will enter into a long-term ground lease with the partnership and provide additional support through a subordinate loan. The co-developer, Raleigh Housing Authority, has allocated 35 project-based vouchers, ensuring long-term affordability. The community will be comprised of 48 one-, 40 two-, and 32 three-bedroom units, serving households earning between 30% and 70% of Area Median Income. Duplex Village will be financed with tax-exempt bonds, 4% Low-Income Housing Tax Credits, City of Raleigh and Wake County gap financing, and a long-term ground lease with the City of Raleigh.
